Education’s Dirty Little Secret

The week began with the president saying that there was too much emphasis on testing in schools. 
In the middle of the week, the New York Times published a story about Success Academy Charter Schools that, among other things, noted the following:

The network serves mostly black and Hispanic students and is known for exacting behavior rules. Even the youngest pupils are expected to sit with their backs straight, their hands clasped and their eyes on the teacher, a posture that the network believes helps children pay attention. Ms. Moskowitz has said she believes children learn better with structure and consistency in the classroom. Good behavior and effort are rewarded with candy and prizes, while infractions and shoddy work are penalized with reprimands, loss of recess time, extra assignments and, in some cases, suspensions as early as kindergarten.

Backs straight? Hands clasped? Candy as a reward for good behavior? More homework as a punishment for bad behavior? Any public school teacher who attempted any of these would be severely reprimanded. In addition, this is not the way we’re supposed to be teaching in the 21st century. What happened to cooperative activities? Differentiation? Healthy snacks? Imagination?

By the time the week was over, the entire know-nothing education reform movement was in question.  Not that teachers and others who actually work in education didn’t already know this. Because they lived with the terrible reforms every day and had little influence on whether those reforms should have been imposed in the first place. After all, the political process is slow and those right-wing money machines that were attempting not just to change the schools but also to destroy the teacher’s unions had a vested interest in drawing out the process so that the public could catch a ride on the train as it crashed in Conjunction Junction.

Not so bad, right? At least we only messed up one generation of children.

Yes, friends, education came roaring back as a national priority with the release of both the PARCC and the NAEP exams this week. In a nutshell, students did not perform very well on the tests. The reasons? Well, there’s the rub. According to those who comment on such things, they range from the fact that more students are living in poverty to the truth that the Common Core Standards, which are the basis for the PARCC exams, have not been around long enough for students to have internalized them. As for the NAEP, the answer is even muddier, but the consensus seems to be that last year’s exam asked questions about curriculum that students have not been taught.

Really? If I gave tests on information I hadn’t taught my students, I could be fired. That hasn’t stopped the know-nothings from using tests to evaluate teacher performance and use the information to retain or let teachers go. This year we’re using flawed tests created by people who are not in classrooms based on standards that have not been sufficiently implemented.

But there’s a bigger problem. The NAEP has generally shown that students do not perform well in math and reading. If you want evidence, take a look at this report by the NAEP on the 2009 test administration. Scroll down to page 9, then look at pages 10 through 14. I’ll wait.

Interesting, yes? It shows that students in almost every state, save Massachusetts, do not perform proficiently on the test. Remember; the NAEP is called “The Nation’s Report Card” because it is given in every state, so it gives us an unsparing look at the differences in each state’s curriculum strength and delivery.

Want more stark proof? I knew that you did. Take a look at the 2013 NAEP Report that graphically shows the remarkable differences between student performance on the NAEP with their performance on their state’s end-of-year evaluation. Scroll yourself down to pages 3 and 4. Those graphs tell you the difference between NAEP scores and state tests scores. In every state but two–NY and MA–there was a gap between how students performed on state tests versus the NAEP.  Isn’t it scary enough to be posted on Halloween? Many states were clearly giving easy tests and skewing the results.

And, no, these numbers are not confined to 2009 and 2013. They are similar in every year the NAEP has been given.You could look it up. And you should, because this has been education’s dirty little secret for too long.

The lesson here? There are many. One is that both the NAEP and the PARCC are difficult tests that hold students accountable to standards that require much more reinforcement over time. The PARCC has not been in existence long enough for us to adequately measure its accuracy. The NAEP has been showing us for years that students across the country are not getting a rigorous enough training in content and skills that a truly educated person should have.

More important is that for years, at least since the No Child Left Behind Act began mandating tests in the early 2000s, most states have been giving easy tests based on easy curricula and calling themselves satisfied with their education systems. This is the main reason why we need the Common Core Standards. They will ensure that students throughout the country be held to the same standards no matter where they live. The political opposition to the Core Curriculum has been centered on federal government involvement in what should be a state concern. The state test scores invalidate that argument. Many of the states have been committing educational fraud. National standards will go a long way towards fixing that.

The president was correct in saying that we are focusing too much on testing, but testing is not going away and it shouldn’t. What we need are tests that measure what students know based on verifiable standards and that ask students to perform evaluative tasks that stretch their brains and their imaginations. We haven’t achieved either of those yet. That will require that classroom educators be intimately involved in the evaluative process. It will happen, but we need the know-nothings to step aside and let the teachers take over this process.

Let’s not waste another generation.

The Best and Brightest Have Let Us Down

I get very tired very quickly when I hear that we need the best and brightest to become classroom teachers in the United States. For one, it’s incredibly insulting because it assumes that the teachers we have now in public schools are somehow subpar, which is not true. Further, it also assumes that the elite students at elite colleges need to swoop down and save education because the best students make the best teachers, right?

Wrong. Oh, so wrong.

Don’t misunderstand me: I support all effective teachers across the country who want to make a difference in any type of school, public or private, and who want to educate students. This includes those from Teach for America, the program that began in 1990 at Princeton University and places the best and brightest into urban schools for specified periods of time, usually three years. The program has been criticized for providing a short-term conscience break for smarties who then leave the classroom and make billions as hedge fund managers and tech company start-up junkies. It has also been lauded for enabling the most difficult school districts to staff their classes with committed teachers who knew what they were getting into they signed up for TFA.

For 15 years, the program grew. For the past two, growth has stopped. That’s bad news for the districts that rely on TFA graduates, but it might be the beginning of good news for the rest of public education. Why? Although TFA was founded on a laudable goal, the program was also responsible for pushing some of the worst reforms education has seen in decades. From the article:

Teach for America has sent hundreds of graduates to Capitol Hill, school superintendents’ offices and education reform groups, seeding a movement that has supported testing and standards, teacher evaluations tethered to student test scores, and a weakening of teacher tenure.

It seems that the best and brightest are neither when it comes to new ideas on how to improve education. They, along with the conservative know-nothings who inhabit statehouse governments and education commissionerships, relied on untested data purporting to show a connection between student test scores and teacher effectiveness, and supported ever more Charter schools that take public money away from public schools that have legal mandates to deliver a quality education to all students. Weakening teacher tenure and injecting market competition in the schools round out the final failures on their list as both destroy the culture and ethos that have protected the public schools from unwanted political interference, commercialization and data-mongers of all political stripes.

Ten years from now, those still left in education will look back on this era as not only misguided, but destructive; an era from which it will take a few years to recover and reclaim the ideas that actually work in the classroom. By then, the best and brightest will be back on Wall Street or law school or boardrooms touting their latest ventures and perhaps reflecting on the years they spent in the program. I applaud their efforts as teachers. For many, it will inform the rest of their lives. For others, it allowed them to realize a community service dream in a neglected corner of the country.

But for their support of ideas that have wreaked havoc in the classroom and resulted in a culture of testing that undermines effective teaching, I will forever rue the day that they joined the reform conversation. I have met far better and far brighter minds who didn’t attend elite schools and who have enriched teaching and learning across the United States.

PARCC Storm II: Sunshine Peeks Through

Another week, and more snow is expected in the northeast. There’s more over the PARCC testing storm as well, but this time, there is a ray of sane sunshine.

Here in New Jersey, State Assemblyman Patrick Diegnan Jr. (D-Middlesex), chairman of the Assembly’s education committee, has introduced a bill that would detail a procedure for how parents could opt out of the tests. He’s working on another bill that would delay the use of the tests to evaluate students and teachers for up to three years. Not that using tests for such evaluation is ever a good idea, whether it’s now or in 2018, but a delay might give testing opponents, which include most educators who work in classrooms, an opportunity to put the movement out of our misery.

The other good news is that another bill sponsored by state Assemblyman David Rible (R-Monmouth) would put limits on how student data is used and disseminated. The Christie administration has said that student privacy protections are in place, but that’s quickly becoming the most laughable line in any industry, much less in education. See Target, Home Depot, and anyone involved in The Interview. Plus, Christie can’t even keep his political operatives from talking about their political contretemps. How is he going to safeguard the privacy of all the schoolchildren in New Jersey?

New FAQs about the PARCC tests released by the state Department of Education do say that the tests are not mandatory even though many districts are sending the implicit message that they are. Other districts and organizations are sponsoring evenings where members of the community can come and take a sample test to see what their children will experience. These evenings are being presented as informational sessions, but clearly if parents don’t like what they see, they could take action.

Right now, the opt-out movement is small, but it is growing. As we get closer to the March administration, I would expect that more parents will take their children out of the tests. There might even be more opt-outs after the March tests once students go home and tell their parents/caregivers about their experiences. The final administration is in late April or early May.

For all the talk about the procedural aspects of PARCC, the real issue is what the tests actually measure and whether students are doing their best, either because they’ve decided that they don’t want to bother or are flummoxed by technology issues.

These are high stakes tests for only one group: teachers, because student scores can determine whether one is retained or fired. The ultimate irony is that the people who will be most affected will be the ones with the least amount of control on test day.

The New Smart

Yes, I know it’s the holiday break and students and teachers across the country are off, but really, this is just the calm before the storm. There are only two more months until the new PARCC tests are administered. Then there’s a 6 to 8 week break. Then more PARCC tests will be administered.

These tests will wreak some serious havoc on school district calendars and teacher’s lesson plans nationwide. They will cause anxiety across the student population and will result in hand-wringing and head-shaking amongst the parents and caregivers. In many states, the tests will determine, artificially of course, who is an effective teacher and whether schools are doing all they can to teach students the 21st century skills they’ll need to succeed in college and work.

But the biggest effect of the tests is that they will redefine smart for a new generation.

Prior to the Common Core and the new tests, it was enough for smart students to be able to read, memorize, manipulate and give back facts on an examination. The educational model was based on teachers giving students information or coaching them through their learning as the local curriculum dictated. There were some major modifications in the 1990s and the first decade of this century, but most of them addressed how the information was imparted to students, such as cooperative learning, differentiated instruction and directed learning, that was based on the corporate model of education and teamwork that was then in vogue in the working world.

Even the modifications that teachers were legally required to implement to satisfy students who had classifiable learning disabilities, such as giving out notes, providing word banks, redirecting students who had trouble paying attention, or modifying test questions, were only meant to address content delivery. The skills that students needed remained the same.

That’s all changed now. The new Common Core standards require that students know how to read on a more sophisticated level and to master themes rather than discrete facts. They require that students explain how they arrived at an answer, either in written or verbal form, in order to justify and support their thinking. The new standards reward students who can analyze a reading excerpt, any excerpt, and identify the main idea and bias behind the writing. If a student can’t do these things, then they will not do well on the tests.

Many students who have been doing well in school will find that their skills are not valued anymore. Others who had trouble memorizing and recalling, but could spot larger themes and issues, will be rewarded. I suspect that this was the real intent of Education Secretary Arnie Duncan’s unfortunate remarks about why people are opposed to the Common Core. He didn’t help himself by saying that “white suburban moms who realize — all of a sudden — their child isn’t as brilliant as they thought they were, and their school isn’t quite as good as they thought they were.” The truth, though, is that many parents will find that their child doesn’t respond well to the new standards because they ask the children to manipulate information in different ways. Students will need to be taught how to do that, and once they are, many will succeed. For the first year, though, scores will not be what some people expect them to be. And even if the PARCC tests went away tomorrow, the Common Core standards won’t, so students would still need to master the new academic skills. We’re not going back to the old ways. Bank on that.

Thirty Years an Educator

Thirty years ago today, I walked into York Preparatory School on New York’s Upper East Side for my first day as a high school history teacher. I had no formal training as a teacher except for my degree in History from Syracuse University. I had been working in advertising for a Madison Avenue firm that no longer exists using the other major I completed at Syracuse, in Telecommunications Management from the Newhouse School of Public Communications. I liked the work, liked the atmosphere, liked the potential for advancement and economic gain.

And yet.

From the time I was about 15 or 16, I had thought about teaching and knew that I could be successful at it, but I didn’t pursue it for all of the logical reasons: low pay, lack of societal respect, and low pay. I loved history, and obviously still do, and had fun taking courses. I went into acting and stand-up comedy, worked in television in New Jersey and advertising in New York. The turn to teaching came, as many great things in life, by happenstance.

I had a friend from college who was a teacher and she told me there was an opening at the private school where she taught, and she also said that you didn’t need a teaching certificate to teach in private schools. I called and was able to schedule an interview. Turns out the headmaster went to graduate school with my father. He was a nice guy. The head of the history department wanted someone with more experience. I figured I had come to the end of the string.

Four months later, a different headmaster called me and said he’d gotten my name from this other headmaster, who happened to be his brother-in-law. It turned out that one of the teachers wasn’t working out and was I interested in teaching? I interviewed. The headmaster was a very nice guy, and so was the department chair. We talked history for an hour. They hired me.

I wore a three piece suit with Allen Edmonds wing tips on the first day. Reported at 8:00, while my first class wasn’t until 11:30. During that crucial three hour stretch, I received my teaching degree from the Ronald P. Klein School of Teacher Preparedness. Ron was a fellow history teacher and over the four years I was at York Prep we became very good friends. They were probably the most productive hours in teacher training I’ve ever spent. He told me to focus on classroom management and to engage the students at every turn. He said to be respectful, but not to smile before January. He said to make students think and write, write, write. It was terrific advice. I still follow it, except maybe for the smiling part.

But the best part was that I loved it, as I thought I would. Loved being with the students studying history. Loved the energy and inquisitiveness that most of the students exhibited. Loved the atmosphere. Loved the schedule. Loved it.

And I still do. Yes, I have written over the years about how teachers aren’t as respected in American society as they need to be, and I don’t see that changing any time soon. And yes, pay increases are not keeping up with the cost of living in New Jersey, and many teachers are actually taking home less pay despite some salary increases because they are paying more for their health and pension benefits.

Oh, and then there is the constant, cyclical adoption of trendy educational ideas that are supposed to guarantee student success in the classroom and in life. Back-to-basic education, Whole Language instruction, Reading in Context, Cooperative Education, Differentiation, Phonics, New Math, Self-Esteem, Learning Clusters, and now Common Core Standards. I’ve missed many, but they’re all fads including the new teacher evaluation system in many of the states. These too will be replaced soon because they don’t do what they promise to do, and that’s to improve both teacher and student performance.

What will guarantee education excellence is to have excellent teachers in the classrooms. So far we’ve done a good job of that, but we need to do more to ensure that the next generation of teachers is more widely respected, paid according to their societal worth and make sure phony politicians have as little to do with what happens in schools as possible.

I consider myself lucky to be able to say that I still enjoy getting up at 5:30am to teach history. Still enjoy being in the classroom interacting with students. Still enjoy the give-and-take of academic discourse. Still enjoy the positive comments I receive about the work I’ve done.

In Education, Teachers Must Lead the Way

Aside from the December holiday season, the back-to-school late August and early September rush has the most profound effects on the United States. Shopping patterns change, traffic gets worse, and the general tenor of every community shifts to accommodate the children and adults who work in education.

Welcome to this year’s edition. Some things have changed, and other have stayed the same.

In most polls, a majority of Americans say that they respect their school’s teachers and consider them, aside from parents, to be the most influential voices their children will encounter every day. The problem is that the evaluation systems that most states have set up do not accurately measure how effective the teachers are. Standardized tests have not proven to be reliable and systems that use Value Added measures, such as in California, are notoriously unstable. In addition, most Americans don’t like the tenure system as it is applied to teachers and we’ve had one court weigh in and declare the California system to be unconstitutional. In Wisconsin, Indiana and a host of other states, teachers, and other public employees, have lost significant contract negotiation rights that impact their pay, benefits and work rules. Add all of these up and you get a picture of an education system that wants to change, but is ignoring or minimizing the very people who can affect that change most specifically. Teacher morale is low nationally. That’s not good.

Most Americans also value education and consider education to be the major stepping stone to a better economic, social and democratic life. But the truth is that just below that surface, a roiling debate is under way about how much money schools should spend and on what materials, and what should schools actually teach anyway. This year is no different.

Along with going back to school, September is also when the Annual PDK/Gallup Poll of the Public’s Attitudes Toward the Public Schools, is released. This year is the 46th such poll, and it’s being released in two parts; now and in October.

The most pressing issue in the poll is the reaction to the Common Core Curriculum Standards which is opposed by most of the respondents. A good deal of that opposition is related to the idea that Americans are wary about a national curriculum, especially one that seems to be prescriptive about what teachers can teach, and that local communities will have little say in what their children will learn. The Common Core is also the basis for national tests, which are anathema to many parents and strike most teachers as a waste of good instructional time.

While the standards are new, they are not as dangerous as many people would make them out to be. They do focus more on having students read nonfiction and analyzing in greater depth what they read, but otherwise, they give schools and teachers the leeway to choose reading materials and to tailor instruction to address local concerns. They ask that all students be conversant in research tools and to determine the reliability of sources, an especially important skill in the electronic era.

The mathematics standards are proving to be especially vexing since they ask students to explain their answers in both numbers and words. My experience with younger students is that they have a difficult time explaining how they came to an answer. Some do the calculations in their heads and others are not as articulate with explanations. This has lead to some famous YouTube videos of parents excoriating school board members for turning their child off to school and making homework time a tear-filled exercise in screaming and running away from the table.

As with anything new in education, and there have been many new programs in the thirty years that I’ve been teaching, the Common Core Standards will need some alterations, but in the long run, they will provide a useful map for student progress. The other advantage is that as students move from one town to the other, the standards will remain the same. That hasn’t happened in the United States, and it’s a major step forward.

Another interesting finding from the poll includes the (erroneous) idea that Charter Schools perform better than traditional public schools. The data does not support this. In fact, many charters are performing worse that local public schools.

We’ll have to wait until October for more polling answers on questions relating to teacher evaluation and spending.

I’ve said this before, but it’s worth saying again: The United States succeeds because its teachers succeed in educating generations of children with the resources we have available. Where schools do not have the resources or community support or high levels of social dysfunction, the job becomes that much more difficult. If we can equalize the curriculum, we should be able to equalize the educational opportunities for every child in this country.

And so to my teaching colleagues I say, have a wonderful school year. You do one of the most important paid jobs in this country and you deserve respect and appreciation.

The Test, the Whole Test and Nothing But the Test

At some point, I could see teachers having to not only swear allegiance to the United States and the state in which they live, but taking an oath to uphold the testing mania that is now in full swing across the country. This would be the only legitimate way for tests to become an accepted part of the educational landscape in the form that the know-nothing reformers would like. But when you construct a system that relies on tests and ineffective evaluation measures, I suppose force is all you have to make the system work. Right Vladimir?

This past week in New Jersey, scores of teachers attended the state Board of Education meeting in Trenton with the express desire of bringing some sanity and professional judgement to the issue. Do I think this will happen? Not really, as long as the discussion begins and ends with testing and so-called objective measures of determining teacher effectiveness.

To be fair, I have been evaluated according to the Danielson rubric in my district, and my evaluations have reinforced what I, and my students over the years, have known all along; that I run my classroom according to accepted educational practice and that my students practice and learn the required academic skills. But only one-half of one of 22 components actually asks an administrator to evaluate my content area knowledge and most of the rubric focuses on what the teacher does, not what the students do. This is certainly one way to evaluate teachers, but it’s not the most effective.

Now come the tests. Last week, students in 11th grade took the state’s high school graduation test. In coming weeks, schools across the state will lose valuable instructional time administering elementary and middle school level tests that will eventually be used to evaluate those teachers. Then there’s the pilot program for the PARCC tests, that will take more time and students out of the instructional day.

Next school year, the state’s public schools will virtually shut down in March and May so that they can administer the full dosage of PARCC tests to students on computer hardware and software that must work 100% of the time during the tests. How likely is that to happen? And how likely is it that every teacher will be able to help students who push the wrong key or hit a fatal keyboard combination while legitimately trying to do their best? The tests will not be measuring teacher performance and will barely be measuring student knowledge. What they will be measuring is perseverance, survival, the district’s wealth and ability to buy computers, and how many rooms the school has available for testing.

The coup de grace is that one of the architects of this fakery, Christopher Cerf, stepped down as Education Commissioner last week, but not before penning a love letter to the NJEA, accusing it of double-dealing, hypocrisy and ignorance. I’ve met Commissioner Cerf in a formal professional setting and I can tell you that he doesn’t care a whit what the NJEA says. As long as the NJ state Board of Education supported him, that’s all Cerf needed to legitimize his program. Perhaps his successor, David Hespe, will look at what’s happening and actually listen to educators.

Until then, it’s testing…1,2,3 for students and teachers. Productive school days will suffer as a result.

Teaching, Unions and Social Justice

Giving of course my humble opinion, I believe we are at the high water mark of the anti-union, pro-market-force, evaluation-by-testing mania that’s gripped education. Or I could be seriously deluded and education is going through a profound change that will see radically different protocols for years to come.

Monday is the National Day of Action, where schools and community organizations are rallying to focus public attention on how to improve schools and promote social justice. There is a set of principles behind this, and it represents a concerted effort to fight back against the corporitization of schools that started on the far right, but has been moving to the center for a few years. Even President Obama supports the principle of more testing and teacher evaluation models that erroneously support it.

But a larger issue is also part of this debate, and that’s the role of unions and associations in public education. Perhaps it is true that teachers unions are facing a moment of truth and that they will need to adapt to the changing landscape rather that being able to pull the country back to a position that supports the idea of collective rights. Many people who should be supporting unions and what they’ve won for workers are in fact opposing them on the grounds that everyone should suffer in a free-agent world, not that they should demand the rights that unionized workers have. Employers have gained the upper hand in salary negotiations and with the coming of the new health care landscape, will most likely be able to stop offering insurance and tell employees to buy on the exchanges. Teachers generally have better protections because they have representation, but that’s led mostly to resentment, not mobilization by other industries.

Another challenge, and perhaps the biggest, is that the teaching staff population is getting younger. Far younger. Most teachers have been on the job for less than ten years. More importantly, they grew up in a nation that didn’t value unions. Yes, Ronald Reagan did say that he supported unions, but his actions in firing the air traffic controllers in 1981 is a far more potent reminder of the power of the president to shape the national agenda through actions rather than words. Most of the newest teachers were young during the 1980s and 90s when the anti-union rhetoric became louder and there were fewer steel workers, miners, and automobile workers to remind them what unions could do. The technology economy rendered union protections less important when the ethos was that you could create your own wealth. It’s still a powerful message. The problem is that it only applies to a few workers. Evidence is showing that many of these younger teachers are not as committed to unions or at least want them to change in ways that unions might not want to. The NEA and AFT will need to adapt, and at the moment it’s unclear what direction they will take.

The infusion of right wing money into the privatization and testing movement has also undermined effective education because it essentially said that teachers were to blame and that unions were anti-reform because they stood in the way of change. Yes they did, and for good reason; using tests to evaluate teachers and students is a terrible strategy. It saps energy from the system because teachers are tethered even more closely to a curriculum that defines what’s important to learn, what’s on the test, and discards everything else.

My subject, history (not social studies by the way; HISTORY) has been left in the educational dust for years as math and language arts skills have become the de facto national curriculum. Then science was added. I have no problem with this. But we are raising a nation of students who have limited historical knowledge because they have limited access to ideas because history is not a tested subject, therefore it must be less important. The same goes for the practical, industrial, visual and performing arts. This is the legacy of the corporate influence in education. Will the Common Core Standards help? We’ll see, but if they don’t, we’ll have wasted time that could have been better utilized.

Monday’s National Day of Action should be a day that reminds us of what effect the power of people can have when it’s channeled for social justice and education. These are the bedrocks of solid citizenship and point to a return of a society where all people, not just those who can pay for SAT Preparation classes, have access to a quality education and control over their own lives. The promise of corporatization and testing is a false hope that will leave students on the sidelines and teachers in a system that rejects the basic premise of effective schools that have a collegial staff and a collective ethic meant to educate every child.

Uh Oh: Christie Shows His True Color

If you haven’t seen the picture, here it is:

This is Governor Christie scolding a teacher on Saturday for questioning his education policies. A full accounting of the event can be found on Jersey Jazzman’s site. But as always with this governor, the picture really tells the story.

Here is a man who wants to be president, who wants to be a role model, and who wants to brook no opposition. He’s only succeeded at the latter. This is what we get when we elect former prosecutors to public office. Prosecutors, remember, are true believers who are always, always, always right. Even when they’re wrong. But they never are wrong, so the point is proven. Challenging them is a challenge to the natural order of things.

Remember when New Jersey missed out on some wonderful federal Race to the Top dollars because Christie nixed the application that included some concessions to the New Jersey Education Association? That couldn’t be Christie’s fault, even though it was, so he fired Education Commissioner Brett Schundler.

And when Christie’s budget numbers didn’t add up and the state economist, David Rosen, called him on it? And it turned out that Rosen was right? The governor never admitted he was wrong on the numbers because, well… Christie is never wrong.

So now we have an example of a teacher asking the governor why he’s against teachers, and his response is clearly venomous. Does he really think that teachers are supposed to like what he’s said and done over the past four years? Has he convinced himself that trying to tear down the NJEA, overtly accusing teachers of bringing pro-union sentiment into their classrooms, and saying that the public schools in New Jersey are failing would be popular among the education set? If this is his response to a teacher when his reelection is looking promising, just imagine his response in a national race when the press won’t let a story go just because the governor wants it to.

As for being a role model, Christie said in the first debate that he didn’t think his style was anything but telling people the truth and that New Jerseyans appreciated his candor. Now we know what that really means: I’m right, you’re wrong and I’m going to bully you into believing me. This man is no role model, and he never will be.

But there is a remedy to all of this. On Tuesday, vote for Barbara Buono. She knows how to speak to people, but more importantly, she knows how to listen to people. She will make us proud as our governor. And she will do right by families, workers, the environment and our long-term future.

But Zero Percent Confidence: Teacher Reform Gets Squishy

Imagine what would happen if the so-called education reformers knew what they were talking about. Could actually articulate a meaningful program that would improve teaching and learning. Didn’t have an agenda that blamed unions and teachers, and relied on privatizing the public schools.

Imagine.

Unfortunately, that’s not the kind of reform movement we have in this country. What we have is a reactionary movement of right wing ideologues who want to impose market-based principles on a system that must serve all children in the United States. They also want to thin the ranks of union membership and rely on self-selecting administrators to run the schools without input from the very people who have been trained to educate its students. The worst part, though, is that these reformers seem to be making this all up as they go along.

Consider.

This past week, the New Jersey State Board of Education agreed to lower the percentage by which standardized tests will be used to evaluate teacher performance from 35% to 30%. They also raised the amount of time a student would need to be enrolled in a particular teacher’s classroom for their tests to count for that teacher’s evaluation from 60% to 70%. Impressive numbers that show a marked concern for teaching, learning, effective evaluation and a nod towards the science of educational assessment, no?

No. Emphatically, no.

These numbers mean absolutely nothing. There is no research to suggest that 30%, 35% or any other numbers will accurately measure the teacher’s role in a student’s learning. It’s being made up. In fact, about the only number that would accurately measure the student-teacher learning relationship would be zero percent, because standardized tests should not be used for that purpose.

Further, the State Board did nothing to raise the student level of concern for these tests. They mean very little to the children, but everything for the teachers, and I’m sure that parents, and the students themselves, understand that it’s OK for them to not do well on the tests especially if the student has test anxiety or simply doesn’t care. Thirty percent of nothing still means nothing.

The larger point, though, is that Governor Christie, Commissioner Cerf, and the true believers in the Department of Education see this as a negotiable percentage. It proves that there isn’t a percentage that’s tied to effective teaching and lowering it by 5% in New Jersey is a political decision, not an educational one. They are simply making it up as they go along. Any teacher who did that wouldn’t last two months in the classroom. The Governor wants another four years.

New Teacher Evaluations, Same Old Issues

While most of the rest of New Jersey was shopping and celebrating, I immersed myself in an article that shined some light on New Jersey’s new teacher tenure and evaluation law. The lesson? Principals, supervisors and other district evaluators are going to have to be crystal clear, honest and consistent in their written evaluations or face the probability that cases brought against teachers will backfire on them.

Why is that important? After all, teachers have been evaluated multiple times every year for their entire careers, and those evaluations have decided whether they’re rehired or earn tenure, right?

Um, well…that’s complicated.

The ugly truth is that administrators have been fudging evaluations for a good long time, with the result that many effective teachers have been unfairly culled from the herd while some ineffective teachers have earned their due process rights. I personally know of three teachers who have earned sterling evaluations in their first two-and-a half years of teaching, and then were saddled with one terrifically poor evaluation at the end of their third year, resulting in their not earning tenure. In every case there was more to the story, in that the teacher had become too vocal or too involved with local association activities or, in one unfortunate case, the principal simply didn’t like the person and wanted a friend to have that job.

The TEACHNJ law is supposed to remedy all of this. The new evaluation system is geared towards making sure that every teacher in every public school classroom is, at the very least, rated “effective” according to the law. The main problem with the law is that it’s still in the testing stage in most districts, with a target date of September 2103 for full implementation. With hundreds of schools still working out the details, along comes the first case to be decided on the merits of a teacher’s performance in the classroom (the first ever case involved off-campus teacher behavior and an excellent analysis by Jersey Jazzman can be found here).

Arbitrator David L. Gregory’s decision was both well-written and concise. You have to love a jurist who cites both Felix Frankfurter and Occan’s razor in their writing, and Gregory gets to the heart of the issue, rendering his decision in five pages. What he found was there there was a “stark and stunning 180 degree turn by the Principal” in the difference between their written evaluation, saying on the one hand that the teacher possessed “marginal abilities” in preparation and classroom environment, but “clear and expressive” oral and written communication. The principal goes on to say that “(T)he teacher’s well-chosen vocabulary enriches the lesson and serves as a positive model.” There’s more, but the upshot is that Gregory recognized that the principal contradicted themselves so egregiously, that the teacher was being evaluated “arbitrarily and capriciously.”

The teacher won the case and all charges were dismissed.

Is there something besides an honest evaluation going on between principal and teacher here? Without other evidence, it’s difficult to say, but the inference is that this was a multilayered case. In any event, it’s a warning to evaluators throughout the state that they must henceforth be honest, consistent and specific with their language if they are to prove that a teacher should be fired.

The 45 day limit on deciding cases was also a factor here as there was no actual hearing due to delays associated with Hurricane Sandy. Quick does not necessarily mean accurate. In this case the facts supported the teacher, but in the future the time limit might have a more deleterious effect and lead to a less fair decision.

Alternate Route to Undermining Teaching

It’s not enough that the Christie Administration has bashed teachers as union mules and the source of New Jersey’s fiscal ills. It’s not enough that the governor has promoted private partnerships with public schools to avoid paying the state’s fair share of education aid to school districts in need of money. It’s not enough that he’s advocated for merit pay based on an evaluative model that is reliant on faulty research. And it’s not enough that he’s attacked NJEA officials personally because of their private organization salaries.

Now the governor’s administration wants to make it easier for charter schools to hire lesser qualified teachers simply, it seems, for ideological reasons. How is he doing this? By proposing that alternate route teachers who want to work in charter schools be able to earn teaching licenses with fewer requirements than those people who want public school teaching certificates. If you ever need any more evidence that the governor hasn’t a clue about how to attract and train quality teachers, then here’s your proof.

Let me state from the outset that I have taught the alternate route New Pathways to Teaching in New Jersey (NPTNJ) program since 2003. It’s a wonderful program that has trained thousands of people in New Jersey to become qualified, knowledgeable, effective teachers. It asks these prospective teachers to take hundreds of hours in pedagogy, theory, educational psychology, literacy and mathematics instruction, and classroom management techniques. They need to have at least 30 hours of college credit in their chosen discipline. Once teachers are hired by a school (either public or private) they need to be observed and are required to have a mentor teacher from their school’s staff. All of these things are done to ensure, as best we can, that those new teachers have the practical and theoretical skills that will allow them to succeed in their new field. Besides, the state says they have to do this.

But not, apparently, if you want to teach in a charter school.

For reasons I can only assume are arbitrary, unthinking and ideological, the new state rules for alternate route charter school teachers are different. From the article:

Under the proposal, the charter schools would no longer need to meet the existing requirements that their alternate route teachers have at least 30 hours of credits in their content area, nor would they need to have a set number of hours of classroom training before they are hired and once they are hired. They would also not be required to have a mentor teacher as rookie teachers do in the public schools.

This is being done because of the word most associated with charter schools. This word is supposed to be able to solve the problems that public schools have, like the fact that New Jersey’s public schools are among the nation’s best, or that we have among the highest SAT and Advanced Placement Test scores in the country, or that we have the best trained teachers in the country thanks to an organization whose first objective in to ensure that only the most highly qualified teachers are in the classroom, or that we are the envy of both teachers and parents in other states.

The word is supposed to signal to the public that the stodgy old public schools are stuck in the past and that throwing more money at them would only be a waste of taxpayer resources. The word is supposed to bring to mind the most effective trait we need in education today.

That word is flexibility.

Charter schools should have the flexibility to hire people who are underprepared for classroom teaching.

They should have the flexibility to hire people who have less than the requisite knowledge, 30 credits in an academic discipline, that most every college in the country believes is the bare minimum a graduate should have for a 4-year degree.

They should have the flexibility to teach without the help and guidance of a mentor teacher who can help them navigate the intricacies of the profession in a supportive, nonevaluative manner.

They should have the flexibility to hire people who have fewer hours in the classroom, fewer classroom experiences upon which to draw, and fewer student contact hours either teaching or observing in a classroom with an effective teacher.

This is stunning, not just for its outright ignorance of what constitutes effective teacher training, but what it will mean for the quality of charter school teachers in the future. And yet, the Christie Administration believes that this will ensure their quality. Perhaps that’s why they announced this plan with as little fanfare as possible and buried the change deep within the State’s Professional Licensure Code. Here’s the link. Have fun.

This change is bad enough, but when you pair it with another Christie goody on education, it makes even less sense. The state announced on Friday that it will partner with the Princeton-based Woodrow Wilson Teaching Fellowship Foundation to recruit smarty-pants college students in math and science to teach in New Jersey’s worst performing high schools.  These prospective public school teachers will luckily be able to shadow mentor teachers and will earn Master’s Degrees after they’re finished with the program.

Why can’t the alternate route charter school teachers get the same advantages? Must have something to do with flexibility. Maybe they should hire personal trainers and physical therapists to address that.

I’ve trained hundreds of teachers over the course of my career are mentored scores of others. Teaching is a difficult job and one that needs to be done right. The new charter school rules are an insult to educators and will create a two-tiered system of teachers within the schools and the state. The Christie Administration is again applying ideology in place of thought. It’s a mistake they’ve made time and time again.

Guess they don’t learn too good.
